One of the greatest leaders of the democratic India has been siphoning thousands of crores on the pretext of development. Chardrababu Naidu is considered as one of the prominent faces of the democratic India and hence could not be ignored at all costs.
The story begins with the death of another prominent figure, Dr. Y.S. Rajasekhara Reddy and the narrative continues till today, as and when the loot is being done with free hands. Chandrababu Naidu is truly the “Who is 420 in AP”.
Before we dive into the narrative, here is an overview on the irrigation development projects and how it has developed over the last four and half years.

Digging Deep Inside
The story begins with Chandrababu Naidu coming into power. A project that could have costed a few hundred crores was exaggerated to thousands of funds from multiple sources to keep maximum of it as commissions.
Mr. Chandrababu Naidu collided with the contractors in order to have extravagant commissions. T,o make a sense of this, the funds allocated for the project was extended to Rs. 58,107.86 Crore while money was borrowed from the nationalized banks through the AP Water Resources Development Corporation (APWRDC) on the pretext of providing funds to the projects.
Chandrababu Naidu after Coming to Power
After the demise of late Dr. Y.S. Rajasekharan Reddy, Chandrababu Naidu accepted the responsibility. In a white paper, the government stated that the pending projects, except the Polavaram and UttarandhraSujalaSravanthi, would be completed within a budget of Rs. 17,368 crore.
However, in reality more than Rs. 62,132 Crores have been allocated for the projects and not even a single project has been completed. Chandrababu Naidu stands for corruption.
Misuse of Clause 60 (C)
With TDP coming to power, Chandrababu Naidu made every possible attempt to loot on the pretext of the government. The rules and regulations were modified in all aspects to loot the institutional systems.
The very first thing that Chandrababu Naidu implemented is the removal of the existing contractors on the grounds of Clause 60 (c). As per the law, the contractors did not do satisfy the needs of the government and hence were removed from the projects.
The next step was hiking of the project costs even when the essential commodities has the same cost. The government then awarded the projects to a few contractors who would provide commissions and kickbacks. To add on top of it, the contracts were given on the basis of nomination.
The corruption of the Who is 420 in AP does not end here. Despite the objections of the Chief Secretaries – L.Y.R Krishna Rao and S.P Tucker, the government released G0. 22. As per the law, the government is allowed to issue additional funds to the contractors is they need and ask for the same. This very act violated the basic principles of Engineering Procurement and Construction (EPC) laws.
No project is allowed to raise funds during the project. However, with the implementation of the GO. 22 the demand for funds rose sharply and hence could not be ignored at all costs.
Work to Coterie Contractors
With the axing of the original contractors, new contractors that paid hefty sums and were closely related to the ministers came in place. The hike in the project value ensured that Chandrababu Naidu (Who is 420 in AP) got his commission. Some of the major names involved in the process included:
- C.M. Ramesh owned Rithwik Projects
- HES Infra owned by Finance MinisterYanamala’s in law PuttaSudhakar Yadav
- BSPAL owned by BollineniSeenaiah
.. and so on.
When it comes to handle projects, the following projects were offered.
- Galeru-NAGARI, Veligonda and Handri-Neeva to Rithwik Projects
- Major works related to Pattiseema, Purshottapatnam,,Kondaveetivagu and Urvakonda micro irrigation schemes were given to Megha Engineering.
Irrigation Project and Bank Debts
To pay the contractors the government borrowed Rs. 4,000 Crore on the name of the APWRDC. However, the government was not satisfied with the monetary relief. The government borrowed an additional Rs. 30,000 Crore from the government.
However, the money borrowed from the private players on 7.90% tax was looked with skeptic eyes. The Finance ministry objected the move as when money was available in the free market at much lower interest rates.
In an socio-economic survey , most of the project had been completed during Dr. Y.S Rajasekhara Reddy. If the remaining 5% of the work could have been completed then all the work could have been done. On the other hand, only a mere amount of Rs. 780 Crore was expected to do the job. However, it is Chandrababu Naidu that have been illicit practices that has helped the crooks flourish in the tough times.
Really, Chandrababu Naidu has marked his regime with illicit activities and looting the government in every way possible. If this money could have been use in welfare of the region, the state would have flourished. On the other hand, when it comes to Who is 420 in AP, Mr. Chandrababu Naidu truly deserves the tag.
